This is a subtask of bug 764004

After we design an interface for content diffs (see bug 823744) and after we research technical solutions to implementation (bug 823746) we need to actually make it happen.
We talked about sticking this behind a waffle flag.
Depends on: 823744, 823746
Not breaking things down the way we used to, and it especially doesn't make sense for something like this. Just see bug 764004.
