See bug 783129. We're going to need a WebIDL version of it before we can turn on Document WebIDL stuff. I don't think this blocks 816387, since register() would still appear on the most-derived protos. But it does block bug 803542 and bug 820657. William, would you mind attaching what you have here so far?
