Attachment: ś is not showing up under S characters

Set the keyboard to English. Install Keyboard app UI on the device. Select Input type "text" and hold on "S" for options to be displayed.

Repro Steps:

1. Update to Unagi Build ID: 20121217070202.
2. Install Keyboard application UI from http://bit.ly/UgIMN4 on to the device
3. Click on the app "UI tests" from home screen
4. Select "Keyboard" test from the "UI tests" list
5. Click On the input type = text
6. Tap on Cap Button 
7. Hold on "S" 
8. Special characters are displayed

Actual Results: 
Holding on "S" does not bring up "ś"

Expected Results:
"S" should bring all the options

"ś" works fine in pvt build 20130101.
Please reopen this issue if anyone finds out that this is reproducible.

Verified as fixed in Unagi, using build 2013010207002.
