Using 20121212 in French, I have selected "Check Now" to update to the latest version (following the instructions on the test driver mailing-list). Nothing happens.

Interestingly, the logcat doesn't say anything about checking for updates.

Waiting for 20 minutes didn't help, nor did rebooting didn't help (although I have somehow managed to crash {{brandName}}). As soon as I switched to English, though, I saw on the logcat that the update had been fetched.

Using the 1-01-13 nightly, I switched my language to French in the FTU panel and then checked for updates. It did find the update to the latest build and started downloading it, although it does seem stalled at this point. 

But I am getting AUS:SVC info in logcat when I stopped and restarted it.

I will roll back to the 12-12 build and so some further testing.

Device language changed to French power-cycled, device found update and user was able to install it.

Just flashed my phone in French.
Seems fixed on 2013-02-13-07-02-01 pvt nightly b2g18 build
