Bluetooth doesn't reconnect to headset after turning bluetooth off then back on

Can you try the bluetooth headset with other phones? For some phones, when turning on bluetooth, they will initiate a connection with last-connected device. For b2g phone, we don't do that currently, and user can trigger a connection in settings app. If it fails, please report as a bug and it shall be fixed.
Besides, there's a possibility that the bluetooth headset may initiate a connection, too. B2g phones shall be able to handle this situation as well.

I tried this with a plantronics M1100 headset, not another phone.

ggrisco, I mean that you can try your plantronics M1100 headset with other phones. The behaviours may be different since some phones automatically re-connect with last-connected headset and some phones don't.
On the other hands, some bluetooth headsets will try to reconnect a lost connection. If it can’t, then you can try to tap the Call button and initiate the connection. I think that B2g phones shall be able to handle both cases.

It seems that you expected b2g phone should reconnect to the last connected device. This should be a Gaia feature, not a bug. Just like Gina mentioned in comment 2, we don't reconnect actively for now. If users would like to reconnect to the headset, they need to choose the target device on the paired device list in Settings app or press the button on the headset.
Since this auto-reconnect feature is not defined in UX spec for v1, I would like to request for Casey's suggestion to see if it's suitable to modify UX spec at this moment.
Any suggestions would be very welcome, too. Thanks.

If there was an explicit decision to not support this feature then I think we should stand down and not block on this (ie, no need to consider adding scope to v1).

it does not seem like the user stories has this scenario covered in v1
From a UX perspective I would expect that the headset would automatically re-connected when powered on.
I think this is important because often times users will turn off their Bluetooth devices for extended period of time until they really need it. It would be incredibly annoying to have to go through the settings to manually re-connect every time I use a Bluetooth headset. Especially in scenarios when im already busy with another task but still want to carry on my conversations. (eg driving)
It's also important that we can reconnect and transfer the call to the BT headset so that the user can continue the call hands-free. This would be done using the speaker/bt/handset audio toggle in the active call screen.
As far as user stories, this is not something that was in. I will work on adding them to the sheets.
