Details
Users want to know which tabs are playing audio and they want to mute individual tabs, but we haven't been able to implement this functionality because of plugin architecture. Hopefully, in the future, online media will be moving away from plugins for audio, so we could add a visual indicator to tabs and an option to mute tabs if any of a tab's elements is playing sounds using <audio> or <video>, Web Audio API etc.

I had a super-old patch that created an "about:media" page where you could mute/pause elements from a central location, and switch to the tab for each element. Maybe I can find it and we could start from there.

See also bug 593897, for the discussion on muting plugin audio as well.
Ran into some discussion along those lines here: https://news.ycombinator.com/item?id=8336303 and searched on a whim, since, yeah, this has bugged me before too. If you can find that about:media page, would be nice to add it to my FF as an addon.
