82707 - "view headers all" doesn't show expanded headers

When selecting view->headers->all in the mail window, the headers do not expand.

Reproducible: Always
Steps to Reproduce:
1. Open the mail window
2. Select a mail message
3. Select view->headers->all

Actual Results:  Nothing.  Same headers displayed as in "normal" headers mode.

Only subject, from, reply-to, date, to, and cc appear to be displayed

Expected Results:  All headers in the message should be displayed including
received, message-id, x-mailer, MIME-Version, etc.

If you view->message source, you can see the raw message along with full headers.
