827873 - deploy sutagent 1.16 to the tegras to unblock beta release

sutagent was using a VIEW intent for *fennec* processes and a MAIN intent for everything else.  With the move from aurora (org.mozilla.fennec_aurora) to beta (org.mozilla.firefox_beta), code to cleanup the view vs main intents landed and caused mochitests and talos to break.

This is fixed in sutagent:

we need to deploy this to all the tegras in a relatively short time frame.

we need to deploy the new sutagentandroid.apk to all the foopies, then deploy the changes to sut_tools (with this patch), to all the foopies, then wait about an hour

So all the foopies are updated, I'm trusting armenzg that when he said that the tegras don't need to be rebooted.
