I found that impossible to re-create the Personal Toolbar using the "import
bookmark from default bookmark" approach. When it's deleted in bookmark
manager, you can't make it back. (I don't mean undoing... I mean deleting PT
and then leaving Moz and later regret of deleting PT...)
It would be nice if user can remake the PT by themselves, other than
hand-editing the bookmark file to patch back a few PT lines by themselves.

did you try View > Set as personal toolbar foolder?
I am dumb ass.
