Firefox fails to display all PDF handling options

When both Adobe Acrobat reader and Foxit reader are installed and enabled, Firefox doesn't show both of these options in Options -> Application. On the latest Firefox versions Preview in Firefox is enabled as default. If you want to change the reader the only option you can select is Use Foxit Reader Plugin for Mozilla, and if you do so, the pdf opens with Adobe Acrobat Reader.
Reproducible: always
Prerequisites: Both Adobe Acrobat Reader and Foxit Reader and installed and enabled.
Steps to reproduce:
1. Launch Firefox.
2. Open http://www.usability.gov/pdfs/chapter18.pdf
3. Go to Tools menu -> Options -> Applications and set
Portable Document Format (PDF) to Use Foxit Reader Plugin for Mozilla
4. Reload the page opened in step 2.
Expected results:
The PDF opens using the Foxit Reader.
Actual results:
The PDF opens using Adobe Acrobat reader.
Note: Reproducible on Firefox 19 beta 1, on the latest Nightly and on the latest Aurora.
On Firefox 4 the pdf file handling is also broken with the difference that the set reader in Applications is Adobe Acrobat and the used one when opening a PDF is the Foxit Reader.

1. Open the PDF on first-run
> PDF opens inline with PDF.js
2. Install Adobe Reader 11.0.01 and open the PDF
> PDF opens inline with PDF.js
3. Change default handler to Adobe Reader and open the PDF
> PDF opens in an Adobe Reader window
4. Change default handler to Adobe Acrobat and open the PDF
> PDF opens inline using Adobe Reader
5. Download and install Foxit Reader
> Foxit Reader Plugin set as default handler automatically
6. Open the PDF
> PDF opens inline using Adobe Reader
> Adobe Reader & Acrobat are removed from the known handlers list in Firefox
7. Set PDF.js as the default handler and open the PDF
> PDF opens inline with PDF.js
I also tested with Firefox 18.0, 17.0, and 16.0.2, all behave exactly the same. I'm guessing this is likely a bug in Foxit Reader and not our bug. Since this doesn't impact PDF.js I'm resolving INVALID.
If someone believes there is something we can do on our end, please reopen this bug.
