829064 - Starting maps or marketplace apps with no internet connection causes app to crash

Description

STR:

1. Disable wifi
2. Remove SIM (not sure if this is necessary)
3. Restart phone (to ensure app wasn't already loaded)
4. Ensure that there is no wifi enabled
5. start marketplace app and/or maps app

EXPECTED RESULTS:

App starts and/or we get a "Network connection unavailable" error

ACTUAL RESULTS:

The app crashes and you are returned to the home screen.

Connecting to wifi (and waiting a little bit for the connection to be established) causes the crashing to stop.

Krupa said that she gets the "network connection unavailable" error in the build she was testing.
