Completing a download of a hosted app preloading appcache on 2nd try on a weak connection - generic icon still spins for a noticable timeframe, then actual icon shows

Steps:

1. Install an app that requires a download over a weak connection

Expected:

When downloading finishes, we should immediately show the app icon and stop the downloading progress.

Actual:

There's a timeframe when the install is considered "complete," but the app is still showing the generic icon spinning without the actual icon. When clicking the app, it will actually launch. My hunch is that we're not watching for the right event for when to show the icon.
