When update gets a 403 for a full MAR it should ask for pieces of the MAR in e.g. 5mb chunks

I'm on a VIA Rail WiFi network with a squid proxy (see below).
20.a1 2012-12-11, when i use check for updates, it checks for updates, says it's downloading a full update (>20mb) and then Update failed. With a link to Download the latest version. It turns out that fails (see below).
It would be nice if the MAR host could offer segments, so that it could e.g. do:
GET http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-trunk/firefox-20.0a1.en-US.win32.complete.mar?part=1
?part=2
...
And the downloader having gotten all of its segments could then stitch the file together before check-summing and continuing on its merry way.
When I try to download a file like: http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-trunk/firefox-21.0a1.en-US.win32.installer.exe
I get:
