steps to reproduce:
1. Load marketplace-dev on your unagi phone
2. Log in with a new account to Identity
3. Find the app- 'Private Yacht' and click the purchase button
4. In the trustedUI, user is prompted to Create their Payments PIN
5. Enter your 4 digit PIN
expected behavior:
User moves to the confirm PIN screen
observed behavior:
User is stuck in the create PIN screen infinitely
reproducible? sometimes. Jed from Identity and I have both encountered this issue.
The STR involves nothing tricky or weird.

There should be a visible error message now. Before this recent change, error messages were not displayed https://github.com/mozilla/webpay/commit/52e10d4078fdecd23f12867428f50aa33b1461d1
