1. place prepaid locked SIM in device
2. flash device
3. reboot phone

## Expected :
1. not the SIM lock screen

## Actual :
1. SIM lock screen

## Note :
1. Just seems strange to me to see this as the first thing... would resellers help them out in Brazil?  I'm not sure how it's like there.

fixed by [829487] PIN screen should be placed after languages;

yes.  I did noticed that if you hit the back from the pin screen you get the wifi setup instead of the language.  I don't think it's that big of an issue.  Going to file it anyhow.  I'll close this off as dup of 829487.
