This is has been determined by the partners in the 1.1 release to not be required in order to ship that release, so blocking-.

Reopen this bug as it's required by China Ministry of Information Industry (MII)’s regulation. All Mobile phone which planned to be sold in Mainland China, should pass China Type Approval (CTA) procedure.

Tempted to close this as invalid. Version 1.1 don't have support for contacts export to SIM card

We're requesting the feature that user can have the choice to directly save it in sim/usim when adding a new contact, instead of exporting an existing contact to sim/usim. That would be great if it can be in v1.4. 

If this bug is only used for tracking v1.1, please go ahead close it. Then I can report a new bug to describe user story.
