Tested in unagi with Gecko-e2cc665 Gaia-7b8dea7.
STR:
1-Enable data or wifi connection
2-Check for OTA updates
3-Disable every internet connection
4-Pull down notification tray
5-Begin to download the update
Expected result --> You should see some kind of message indicating you´re not able to download anything
Actual result --> You see a message indicating no wifi available and that further charges will apply, and download starts as if you have 3G connection

Not a critical issue, since the user does finally get an error message and the update will be available the next time they're on a network connection.
