Steps to reproduce:
1. Launch Firefox with a new profile
2. Navigate to http://www.getpersonas.com/en-US/
3. In the navigation bar -> click on the Downloads indicator to open the panel
4. Without closing the panel, preview any of the background themes.
Expected results:
The panel position is not changed when previewing a background theme.
Actual results:
The panel moves to the left side of the window.
Note: This is reproducible on Windows and Mac OS X (not reproducible on Ubuntu) on the latest Aurora and Nightly.
Reproducible on the latest Nightly ever since the panel was introduced in the latest Nightly 2012-04-18.

not blocking on this since it's a limited use-case (browsing background themes with downloads panel open), though the number of toolbar bugs caused by browsing background themes is impressive, pretty clear there's an architectural problem there.
