found while testing bug 75660. when there are no windows, i'd think that
selecting Go > Home would be enabled so that the user can open a browser window
to her/his home page. however, this menu item is disabled. tested using
2001.05.29.08 mozilla bits.
Ok, a second bug about the same thing. Looks like it's about time for a single
bug to deal with hidden window not disabling menu items correctly. Marking p3
and mozilla1.0
