Platform: Linux and windows 98 only (commercial build: 2001-05-30-09-trunk).

Unable to drag and drop the url from location bar to the personal toolbar.

For example: Type this url: http://www.ebay.com
Drag that url to the personal toolbar, it does not let you drag at all.
This occurs in modern theme only.

with the 2001052904 build on Win98 this worksforme... the only glitch i saw was that you
could not add an item in as the last item (it would place itself next to last when you dropped it)

doctorj, no it hasn't(AFAIK) and it won't be as I can't reproduce
it with 2001053104 builds.
Furthermore, with 20010531 builds on Win98 and Linux. I can no
longer reproduce the original error.

It looks crazy as I write it but I feel like the creation of the
toolbar bookmark took longer with modern skin/Linux than with
classic skin/linux!

For this bug that I found, I think it already fixed. I'm able to drag it
to the personal toolbars though when first time launch it with modern 
theme. If I switch theme, then it does not work. So maybe file a bug
for that regarding switching theme though.
Verified on Modern theme with linux (branch build: 2001-06-07-03-.9.1).
