As as user, I want to use photo- modification services like
Instagram, Pixlr Express, or the new Flickr on FxOS. This requires
access to stored photos as well as, in the most useful sense, access
to the Camera itself.

- Bill and James to estimate out work and then create dev tasks in appropriate area of b'zilla. please block on this bug
