As a user I want to see YouTube, and I want to be able to have it
work only on WiFi if I set that preference to conserve data, and for
the app to adjust size and potentially bit rate for available
network connectivity.

- Bill and James to estimate out work and then create dev tasks in appropriate area of b'zilla. please block on this bug
