"do not load any images" appears to be ignored

I've noticed that for a few months, builds of mozilla have been effectively
ignoring the
Privacy and Security -> Images -> Do not load any images
setting. Regardless of which of the Images options is chosen, the browser
happily downloads all of them. A little while ago it was even odder, where
"Alert me before downloading any image" would end up being selected for the "Do
not load any images" choice. That's since been corrected.
I've built the CVS tree as of May 30 2001 with these flags:
./configure --disable-mailnews '--enable-optimize=-O2 -march=i686'
--enable-strip-libs --disable-debug --disable-debug-modules
--disable-dbgrinfo-modules --disable-tests --disable-pedantic
--disable-dtd-debug --enable-nspr-autoconf --disable-logging
It's compiled with gcc-2.95.2 under RedHat 7.1.
