The VERSION info represents the Gecko version which might not suitable for handset manufacturer to compose the update URL, instead we should provide B2G_VERSION.

Alex proposed a versioning plan(4 digits), but I am not sure if it's final. Alex, do you have any comments? Thanks.

4 digits is final per bug 829451

Is this something deemed necessary for/by our v1.0 partner? If so, please set blocking-b2g:tef?
