I ran into a problem while trying to troubleshoot a failed relayboard.  In order to request a reimage, a device needs to be put into a free state but in doing so it will move into a selftest state.  Which would of course fail and was the reason I was troubleshooting in the first place.

This can be fixed by adding a troubleshooting state which is just like locked_out but allows please_* events.
