836474 - [Camera] Recording red dot remains in notification bar for a few minutes even though the recording is done

Camera - When video recording, and then stopping the video, exit the app to homescreen.  you will see the red dot (recording mode), is still on, and wont disappear for about 3 minutes afterwards.  

This is confusing messaging for a user and we should fix this bug.  They may panic and wonder if their camera mode is still on!

Repro:
1) install unagi nightly build
Gecko  http://hg.mozilla.org/releases/mozilla-b2g18/rev/4593f3e765eb
Gaia   f7f5a0cd17e3d04308cc5850b254947e127122b9
BuildID 20130130070201
2) launch camera, and set to video recording mode
3) stop the video recording
4) Exit to homescreen, and verify the red dot for video recording remains in the notification bar.   It seems to go away after a few minutes.

Expected:
- red dot disappears when recording stops

Actual:
- red dot is present.
