[Music][Gallery] If a media app is launched and media is added to the SDcard, the added media won't show until the media app is relaunched.

## Repro :
1. have no music on the sdcard
2. launch music app and set to the background
3. add music to the sdcard via adb push
4. bring up the music app again

## Expected :
1. when the music app is placed in the foreground, it would check to see if there's a difference?

## Actual :
1. no music still

## Note :
1. This may apply to all apps that check the sdcard: gallery, video, etc... need to check...
Turns out that gallery and video also show this issue...  This might be a dup?  I couldn't find the bug though.

This might be a dupe and it sounds like there's a workaround (restarting media app). Not blocking.

no one is going to use adb to push music to the phone.... and if they do, having to restart the media apps is acceptable.

This also affects bluetooth transfer.  It's not just through adb file transfer.
This still affects music app transfer via bluetooth.
