We need to alter our current pasting strategy. I believe the functionality
should be this:

as default, when a user selects to paste within a block element, they should get
just the raw text
as default, when a user selects to paste within an inline element (bold, italic,
underline, font, etc.) they should get the text and the inline element

there should be options under the edit menu, to do the opposite for each
default, meaning:

an option to paste with Paragraph Style
an option to paste just the text

htat they are pasting into those types of elements

I'll do the UI if Joe supplies a method to paste with the added requirement
of ignoring the block markup.

The days of having a half dozen milestones out in front of us to divide bugs 
between seem to be gone, though I dont know why.  Lumping everything together as 
far out as I can.  I'll pull back things that I am working on as I go.
