Telemetry has grown a number of small modules that do overlapping things. We should refactor these into a more usable general purpose telemetry client API.
My first thought would be to add them to TelemetryPing.jsm, but I'm open to other options.

We're planning on revisiting our module structure in bug 1484611. We have plans for investigating who owns these two modules, so duping these against the newer/active bug.
