Nightly -> New Tab -> Open File... sounds like it would open the file in a new tab but it actually replaces the current tab.
Should File -> Open File... from the menu bar open a new tab as well?
New Tab -> Open File... It will be open in the current tab, If you need to open it,new tab should be already keep opened.

I can certainly understand it not opening a new tab in that case, there is no mention of a new tab there. I don't think it would be surprising for it to open a new tab though, perhaps even a good thing.
