While investigating why test_CSP.html is failing on B2G mochitest-plain, I noticed that this file and some others in content, still make use of test_CSP.html, which is considered deprecated.

I'll attach a patch that converts this to SpecialPowers. I haven't tested this against Firefox Desktop mochitest.

This won't cause the test_CSP.html test to suddenly pass, btw.
