839595 - remove false positives from vcs-sync alerting

There appear to be some remaining race conditions which lead to occasional false positives.

For example:
    report from /opt/vcs2vcs/bin/check_process_delay on github-sync3.dmz.scl3.mozilla.com:
    process not running for stale file '/opt/vcs2vcs/b2g/details.log'

Options for resolving include:
 - find and eliminate race condition
 - do a recursive call, as with the socket wait hang
 - (insert even better idea here)

Even better - get this case to run under do_update, which updates details.log more frequently.

I'm going to wontfix; if we need to fix this in the legacy system, we can reopen.
