83972 - Toolbars do not appear when checked

I can't get the navigation, personal, and status bars to appear even with those 
options selected in the View menu. Thus the browser is unusable.

Reproducible: Always
Steps to Reproduce:
I am not sure the exact last steps I had done that caused this problem to occur.

The browser worked fine the other day. 
I collapsed the bars the last time I used it before shutting down.
Today when I launched it only the menu bar appears.

All of the missing menus are *checked* in the View menu, yet still do not 
appear.

I tried unchecking them, closing down and restarting, then checking and still 
nothing.


Expected Results:  Toolbars should appear.

If I open a new browser window, the toolbars appear.
They never appear in the original browser window.

Someone else using build 2001060104 has experience the same bug ([e-mail])
