Loading this gives me a progress bar for a fraction of a second, and then I just get an empty gray window. There is no notification bar that an error might have occurred, nor is there anything interesting in the Error Console.
If I save it to my local system and File -> Open it, I get a page full of garbage text (we seem to be opening it as a text file, wtf?).
Works fine in OS X's Preview.

The PDF seems to be 2 scanned pages (images) in OSX's Preview.
