Once bug 836450 lands, distributions can set default bookmarks by including a bookmarks.json file like this:

We should make sure this works.

In anticipation of this, the testDistribution test added in bug 840825 is a ContentProviderTest. If we can figure out how to initialize the distribution before setting up BrowserProvider, we should be able to use the ContentProviderTest APIs to make sure the bookmarks showed up as expected. See testBrowserProvider for some good examples of testing bookmarks.
