This came up in bug 603740 comment 23, and it seems to be a natural extension of the change made in bug 234628.
Could you please add me Cc in bug 603740?
Done.

FIXED for XML, valid UTF-8, and UTF-16[LE|BE]. WONTFIX for other cases.
