The installer build process currently attempts to create chrome jar files.  This 
is no longer necessary because the .jar files are already created by the client 
build process.

Also if there are files that need to live in the chrome folder un-jar'ed, then 
the installer build process will currently create a .jar file for them and 
delete the flat files.

This patch is the same for bugscape 5022 which requires a similar fix on the ns 
side.
