I think it's Jeff's call weather we should add such an API or not, but as far as I remember plan was to make add-on bar part of toolbar & if we do that will this still be relevant ?

While not really a dupe, the functionality of the toolbarbutton module ( and then some ) will be implemented in Q2 as part of bug 695913. I don't think it is a good thing to have an additional module with essentially the same feature-set in the our tree, no matter how popular it is :)
