Once we implement the Encoding Standard, there will be only one Traditional Chinese legacy encoding: big5. Once we alias HZ-GB-2312 to the replacement encoding (https://www.w3.org/Bugs/Public/show_bug.cgi?id=21057), there won't be Simplified Chinese legacy encodings other than GBK and GB18030 to detect and those two are similar enough that most of the time added texture he wouldn't do anything anyway. Also, there is a pan-Chinese detector anyway. Since the Traditional Chinese detector and the Simplified Chinese detector don't make much sense especially when the pan-Chinese detector exists, I suggest we remove the Traditional Chinese detector and the Simplified Chinese detector.
