See bug 828307 and bug 844679, we needs to change mcc/mnc type to string in RIL implementation, because '01' and '001' are different code for operator. I am not quite sure this change is needed or not in GPS implementation, just create this bug for tracking. Thanks.

Thanks for Kan-Ru's feedback. See bug 828307 comment #10, "We can't change the AGpsRefLocationCellID type. So parsing the string back to integer is the right thing to do here.", so close this bug as INVALID.
