Broken out from bug 79837. Simon Fraser mentioned in that bug that he saw 
nsInternetConfigService return a mime info struct with an empty mime string 
which, in turn, causes the helper app download dialog to go screwy.

I haven't personally found a test case for this, but it was easy enough to hack 
code to look for the "best" IC entry match instead of the first match.
