Firefox Nightly 20130226, Windows XP SP3 32 bit See also bug 592395. Opening the Options window and e.g. going to Privacy and clicking on the 'Learn more' link for the Do-Not-Track feature opens a new tab and shows the content, but the tab isn't shown in the tab bar until the Options dialog has been closed.
Sounds like a dupe of bug 844466?
