It doesn't do this for me. Were you using shift-reload? There is a known bug in that case (bug 79020).
This certainly isn't a cache problem. What are your HTTP validation settings in the Advanced/Cache pref panel? I'm not sure there's really a problem yet, but I'm changing component to ImgLib just in case.

I've seen this using shift-reload. So I suppose this is a dup of 79020. Didn't get that looking through bugzilla, sorry. My chache settings are: Compare once per session. I have Mem Cache enabled (default is disabled I think).
