Turn airplane mode on and off several times in a row (with a couple of seconds in each mode). Eventually the device believes that no SIM card is inserted (and dislays the no SIM card notification) even though the SIM is still inserted.

Found by running an airplane mode GaiaUI endurance test (marionette):

Happened after 85 iterations of turning airplane mode on and off.  Able to reproduce it with various iterations. ADB logcat attached.

On Ungai with feb25-eng build.

That work has been already landed on m-c and gaia master branch. It fixes that the RIL was reporting 'absent' for the ICC card state while airplane mode on. The bug that :rwood comments should disappear now in a new build (m-c and gaia master branch) but the build (feb25-eng) in which he is running the test doesn't have those fixes.

This issue reproduces on buri 1.3 when turning on "Airplane mode" the "Cellular and data" line says "no SIM card"

Turning on airplane mode and then restarting the device causes the "No SIM Card" message to appear consistently.
