Mousewheel doesn't work over junkbuster blocked images

Details
When junkbuster blocks an ad from loading, Mozilla generally fills the page with
a blank space the size of the image (if height and width attributes set). This
is a dead area where scrolling with the mouse wheel does not respond. Moving
the mouse out of the blocked image area allows it to scroll properly.
Tested with Linux milestone 0.9.1, this has been present for some time. Should
be present in Windows and Mac, but not tested.

I think that this is not dependent on junkbuster (although I haven't tried
myself). Most ad banners are contained in IFRAMEs, and bug 42313 is/was the
bug for not being able to mousewheel in IFRAMEs. It recently broke.

It would appear that it's the iframes, not junkbuster. Tested on the ads at the
top of voodooextreme.com and linuxtoday.com and it doesn't work with junkbuster
on or off. I should have tested this one out better.
