This bug captures the View voting component of the voting system.

Voting Info
- Only the admin group is allowed to create/edit a voting.
- Add a new voting:
  *There are two kinds of voting:
    **Range Voting: Nominees can be added through the 'Add Nominee' button. Multiple range votings can be added through the 'Add Range Poll' button.
    **Radio Voting(Boolean voting): A question is asked in the 'Radio Poll Title' field and all the available answers for this question should be entered in the 'Radio Poll Answer' section. Additional fields can be added through the 'Add Choice' button. Multiple radio votings can be added through the 'Add Radio Poll' button.
  *Radio and Range polls can exist separately or be combined in a voting.
- Edit Voting:
  * Past votings cannot be edited.
  * If a voting has already begun then the admin can only edit the name, description and the end time of this voting.

Verification steps:
- Add new voting:
  * Go to reps-dev.allizom.org/voting -> Create Voting
- Edit a voting:
  * Go to reps-dev.allizom.org/voting
  * Select a current/future voting to edit.
