This is unused at the moment, but I'm about to expose it again in bug 847626. I'll take care of this at the same time.

This also removes a duplicate/conflicting pref value, and updates browser.{safebrowsing,geolocation}.warning.infoURL both to use HTTPS and point to working URLs.
