see Bug 847975, comment 0. I'm not sure this is due to the upgrade though, but since I personally never saw this before I'm marking blocking bug 848218.
not a regression -- bugzilla's always worked like this. to work around this, there's a bmo customisation which adds a "[wrap]" action (bug 743090).
