848582 - clean up mobile/ l10n situation post mobile/xul removal

Bug 831236 is removing mobile/xul. That means that there is now a single locales/ that matters under mobile/, rather than the strange combination of both from before. It seems to me then that the l10n setup under mobile/ could be simplified (e.g. consolidating multiple copies of filter.py, l10n.ini, etc.).
