849110 - [Cost Control] Conversion between KB, MB, and GB

STR:
1. go to cost control app
2. enabled data use alert
3. set it to 0.1MB

There are 2 issues regarding this bug:

a. Should the notification bar show 0.1MB as limit or 100KB/102.4KB?
    Imagine there is someone who don't know anything about computer, he/she might got confused about this
(This should be a UX issue)

b. Should it show 100KB or 102.4KB?
    Yes, I know this question is so stupid. And, you might think that it's fine to go beyond a little bit or stay in for 2.4KB. However, try to think about data roaming internationally, 1KB would cost you a lot.
(This should be...umm...I don't know. Where can I find the spec maybe?)

Walter, there is no stupidity in this bug but I'm closing it as duplicate because it's something well known and already included in bug 835940. Anyway, copying the second issue as a good insight to take in count.
